2022年のフランス大統領選はマクロン氏が再選を果たしたが、次期大統領選には出られないので、今後勢いを増すマリーヌ・ルペン氏が2027年次期フランスの大統領になる確率は高くなった。それに対して2024年の米国大統領選はどうなるのだろうか。ロシアのウクライナ侵攻問題でリーダー不適格の烙印を押されたバイデン大統領は二期目へ意欲はあるようだが、支持率は下降するばかりか、2022年での中間選挙では上下両院で共和党に対して過半数割れの危機に直面している。2020年での米国大統領選ではトランプ大統領のオウンゴールとも言えるもので、得票率もトランプ氏とは大差のないものだったことから、トランプ氏のリベンジでの出馬も有力視されている。両者ともかなりのご高齢で今後の世界の激しい流れに耐えうるものなのかは分からない。世界のマスメディアではあまり取り上げられはてはいないが、個人的には大胆ではあるけれども、これには理にかなった見方があるので自信をもって意見を述べてみたい。

個人的にはどこかで戦争があった場合、当初はどちら側の大義に付くかという考えは存在しない。戦況の有利や不利などのことよりも、紛争の起因を探り、お互いに争わないようにするにはどのようにすべきか叡智を結集して解決法を探るのが全てに優先するからだ。「孫子の兵法」は兵法書ではあるが、処世哲学の教えの書といったほうが良いと思う。有史以来文明の興亡の大元になる資源や経済圏の確立のための権力闘争や戦争は貴重なツールとして君臨してきた。だが人類はその面では一向に進化していない。ウクライナ紛争は100年前の第一次世界大戦のやり方と少しも変わっていないことからでも推測できる。何よりも残念なのは、より良き時代を牽引してくれる立派な世界のリーダーがいなくなったことだ。2022年4月になり、ロシア軍のウクライナ侵攻から一ヶ月が過ぎたが、依然として停戦や休戦・平和交渉の道筋が不透明の状況にある。しかし2021年にウクライナのドローンによる親ロシア地域への攻撃が、端を発したという見方もある。戦況が長引けば戦力や物量の多い側が有利となるが、ウクライナとロシアの大義はそう簡単に認め合おうとする空気が感じられない。両者ともSNS上での映像のプロパガンダでのしのぎ合いで、駆け引きで勝ろうと苦心はしているが、どちらの主張が正しいかどうかは分からない。国際的にはウクライナへの肩入れが重視されてはいるが、ロシア側の言い分に対しての客観的な見立ても必要であると考える。米国の水面下での東進戦略がロシア側を刺激しているなか、NATO（北大西洋条約機構）に属しないウクライナがロシア側と話し合う事もなしに、その流れに乗ろうとしている危機感がプーチン氏にあったことは否めない。かつてワルシャワ条約機構の一員だったポーランドがソ連崩壊後、NATO側に立ったが、多くの旧ワルシャワ条約機構（正式名称は、友好協力相互援助条約。1955設立－1991解散）の一員だった国の多くがNATOに加わり、ロシア側の危機感を煽っていたことも事実だ。バイデン大統領がプーチン氏を名指しで暴言を吐いたが、一国のリーダーが口にすべき事ではなかった。ロシア側は早速内政干渉だとして非難をするのは当然だろう。バイデン大統領側近がその発言を慌てて取り消してはいるが、オフレコ（of the record）ではなくそれは公的なものと見てとれるのでこれは大失態だと言える。ここまで戦況が進めばウクライナの国土復興や経済回復には数十年は必要になるが、ロシアには勝利する見込みはなく、他国からの経済援助は必須だ。ロシアとウクライナが戦わずして互いに勝つ目算や妥協点を見いだす努力を怠ったそのツケは後世に回すしか方法はない。ロシア側の被害も少なくない様だが、勝利するまで攻撃の手を緩める気配はない。巨視的にみて、NATOの解体、米国の水面下での東進を辞めること、ウクライナの永世中立国化と専守防衛限定の軍の維持、ウクライナとロシアの安定的協力関係が基本的な和平プロセスへの布石となることが必要だ。もしくはロシアを含めた新北大西洋条約機構（New North Atlantic Treaty Organization）なるものを設けるしかないだろう。

人類とウイルスの進化の共存は避けて通れないらしい。いくらCOVID-19へのワクチンや特効薬を編み出すにしてもチキンレース状態になっている。パンデミックと人類の興亡の繰り返しはこれまで幾度となく認識できるが、完全な感染への防御や効用は未知数とも言える。中世のヨーロッパ地域での大航海時代という見方は、アジア地域での見立てとは異なるように思える。中国の大明帝国の時代では、中東アフリカへの航海や交易が盛んに成されていたから、人類の大航海時代という表現は世界の歴史的視点から見れば、いささか欧州の偏向的な見立てと思わざるを得ない。長い間、人類間の殺戮や闘争・縄張り争いがウイルス達にとっては進化する絶好の機会だった。人類でもウイルスでも同じ思考をもった生き物だと考えたい。そうでなければ、ワクチンなるものですでにパンでミックスは解決されていたはずだからだ。
二十一世紀になりその9月11日には世界同時多発テロ事件が発生した。警備が厳重の米国で四カ所同時に飛行機でのテロ事件というのは、常識的に考えても不可解であり、中東諸国のテロリストが計画していたというのは無理筋な話しでもある。旧ＷＴＳタワーの崩壊は、航空機衝突での損傷が原因ではなく、下からの爆破によるものだとの説もあるが、個人的にもそう思う。当時某雑誌メディアでWTSに激突したのは航空機とされるが残骸ではその形跡もない。とても原因を特定出来る事件ではなかったはずだ。ペンタゴンの建物に航空機が突っ込んだというが、その形跡も疑問視されている。それなのに、当時ブッシュ大統領はイスラム諸国の仕業と決めつけ、演説では十字軍の戦いだという話しをしていたことを覚えている。元ＣＩＡの要員だったオサマ・ビン・ラディン氏がアフガニスタンに潜伏しテロの容疑者にされ、ブッシュ氏はアフガニスタンを徹底的に叩いた。その後、ドル決済を拒み続けていたイラクのフセイン氏に対し、偽りの大量破壊兵器のプロパガンダを掲げ、イラク全土を崩壊させた。何の罪かわからないが処刑されてしまった。ISILイスラム国の派生の起因ともなった。オバマ氏はビン・ラディン氏を殺害したと言い、トランプ元大統領はイランの司令官を殺害し、今度はバイデン大統領がISの指導者を殺害したというこの連鎖は今後、更なるイスラム社会とキリスト教社会との軋轢を増す歴史的な出来事になるだろう。オバマ政権一期目にオサマ・ビン・ラディン氏の殺害報道があったが、パキスタンの郊外で目立つ白い建物にかくまっていたという。襲撃した建物は全て撤去され、亡骸は水葬で処理されたとされたが、その証拠の写真は報道されていない。本物のビン・ラディン氏は2001年にとうに他界していたという情報もあるし、米国の何処かに生きている噂もある。その残党勢力がＩＳになったのかはよくわからない。つまるところ、中東イスラム諸国をテロ支援国家とみなし、また、色々な理由をつけて大義を捏造して軍産複合体の維持をはかり、米国に有利な政治・経済状況を形成することに成功したわけだ。第一次大戦後イギリスとフランスが、中東を分割委任統治して、今日の政情不安を作りだしたことは明白である。要するに、いまだに十七世紀からの大航海時代は終わってはおらず、文明が航海を続けるのはまだ進化の過程の中にあることを証明しているようなものだ。大航海と言うより大後悔と大教訓の史を刻んでいるに過ぎない。世界がコロナウイルスとの戦い方を見ていても、一体どうすれば良いのか途方に暮れている姿をみれば一目瞭然だ。第二次大戦時で形成された国際連合の弊害も目立ってきていて、常任理事国に拒否権を与え、核兵器の所有も認めるという軍事的なアンバランスが、イランや北朝鮮の核問題を派生させていることを、私達は認識すべきと考える。トランプ氏がアフリカや南米の移民の国への侮辱発言が波紋を呼んでいる。はっきり言うが、ＳＮＳでの発信は正規のホワイトハウスからのものであるという、メディアの姿勢にも問題がある。アメリカファーストがアメリカオンリーになり、挙げ句の果ては世界でスタンドアローンになる可能性は排除出来ないところまできている。租税回避地（タックスヘイブン）を国内で膨大に保持する米国。かつて七つの海を支配した大英帝国の東インド会社を通じて蓄えた莫大な資産をケイマン諸島などで租税回避にしてしまい、それを正当化してしまった英国。勝手にＥＵを離脱し自分の国だけが難を逃れるというイギリスの姿勢や米国の自国優先は、大航海時代がいまだに終わっていない証拠と見ていいだろう。有史以来、人類と疫病との戦いは今日でも続いている。黒死病、結核、コロナウイルスなどパンデミックが起こる度に人類は堪えてきた訳だが、今度という今度は一筋縄では感染拡大がそう簡単には収まりそうにもない。各国のリーダーは手探りでワクチン開発や治療薬を治験の簡素化や緊急事態的な処置を施そうとはしているが、ウイルス側は人間のワクチンや治療薬の開発を進めるほど変異を繰り返し進化しているように見える。ウイルス撲滅が不可能なら共存共栄して行くしかない。人類誕生よりはるか昔にウイルスは存在していたのだから、免疫を如何に作り出していくかというスタンスも今後は必須になる。人類は地球上に多く棲み過ぎていると言う認識も持つことも必要だ。4万年前、ネアンデルタール人が新人類へ進化を遂げようとする時に、ウイルスとの熾烈な戦いがあり、現代人のDNAの中に伝承されていることも認識してみよう。ゼロコロナも一時的には有効だが、ウィズコロナというスタンスは人類が今後もこの惑星に棲まわせてもらうための基本的な心構えとなるに違いない。
