 Vol.0062…『2027年マリーヌ・ルペン大統領と欧州・世界の潮流』

2022年のフランス大統領選の行方が注目されていたが現職のマクロン候補が再選を果たした。5年後2027年には世界情勢やEU、フランス国内事情、ウクライナとロシアの紛争の行方などの影響よりマリーヌ・ルペン候補の台頭が予想される。もしルペン大統領誕生の場合、地政学的な欧州・世界の潮流は一体どうなるのか興味があるので個人的なシミュレーションを立ててみたい。2022年4月23日時点ではロシアとウクライナの戦争が大詰めを迎えてはいるが、軍事専門家の間ではみな同じような西側寄りの報道に偏り過ぎて、終息予測の視界不良が増幅している。いわゆる公平な視点での和平への道筋論を垣間見る事が出来ない、グローバリズム反グローバリズム陣営の対立の和解の難しさがあるからだ。フィンランドスウェーデンNATO加盟に前向きだと言われているが、そう簡単に決まるとは思えない。旧ソ連との対立軸として生まれたNATOの存在はソ連が崩壊した時点で意味を成さないものだった。ワルシャワ条約機構ソ連崩壊と同時に消滅したように、NATOも同じように解体し、ユーラシアと欧州の和解を基にした同盟関係を模索するべきだった。元ワルシャワ条約機構側だったポーランドNATOに加わり、バルト三国もそれに加わった。ロシアもNATOに加わればウクライナ紛争がなかった可能性はあるが、仮にEUにロシアが加わった場合、西欧・東欧の緊張関係はなくなっていたかもしれない。現にソ連崩壊後、NATOロシア会議ではロシアが準加盟国扱いになっていた。ウクライナNATO加盟に打診したのはその後だった。21世紀になっても、第一次、第二次世界大戦の爪痕は残っている。顕著な例では、1)第一次世界大戦でのベルサイユ条約でドイツは莫大な賠償金の支払いを負った。しかし、ナチス政権での一時不払いがあっても、2010年代にメルケル政権下で完済した。2)第二次大戦の後期に連合国側が枢軸側へ対処するために創られたのが国際連合(国連)だが、アメリカ・イギリス・フランス・ソ連(ロシアに継承)・中国(中華民国と入れ替わり)の五カ国の常任理事国だけに拒否権と核兵器の所有を認めたが、その反動が今世紀にまで尾を引いている。3)香港がイギリスから租借返還が行われ、中国側は50年間一国二制度の遵守を約束していたが、道半ばにして香港市民の期待を裏切った。4)そして今回のロシアとウクライナの紛争でも武力のみで勝敗を決しようとする20世紀的思惑で、非戦という叡智にたどり着けなかった。いまさら何を言っても遅すぎるが、UN(国際連合)やIMF世界銀行の基点が米国にあるというのも問題だった。戦後や朝鮮戦争後、米国は世界のトップリーダー、世界の警察官、良識ある米国のポジションを維持している間は各国からは畏敬の念を抱かれていた。NATOの東方拡大、軍需産業業界の世界進出がウクライナの悲劇を生んだ大きな起因となったことを、バイデン大統領は認識しているのだろうか。2017年でのフランス大統領選はマクロン氏の大勝だったが、2022年の大統領選はルペン氏と接戦になっていて、マクロン氏が優勢とメディアが報じてはいるが、浮動票の多くはどちらに投票するか不透明なので、ひょっとすると隠れトランプ票のような隠れルペン票が思わぬ逆転勝利に貢献する可能性は充分にあった。現職のマクロン氏が再選を果たしても現在の世界の流れを変えることはないだろう。ロシアでの和平交渉では進展は一向にすすまないだろうし、国内の物価の高騰は止まらず、フランス国民のストレス感は限界を迎えるかも知れない。一方、今後マリーヌ・ルペン大統領が誕生した場合、今後世界はどうなるか見てみよう。フランス優先志向の政治体制に移行し、庶民の暮らしへの支援が広がり、EU脱退、NATO加盟の脱退の動きは加速するに違いない。経済格差の見直しは進み、富裕層や既得権層への課税を強化しバランスを取ろうとするだろう。ウクライナとロシアの紛争は未来永劫続くわけではない。何らかの歴史的な決着が付くはずだ。ウクライナ紛争では日本は非軍事方面で支援するしかない。それが日本の分相応の立ち位置といえる。問題はその後で、NATOとロシアの関係を友好的な方向に導けるリーダーや国家が間に入る必要性が出てくる。マクロン大統領では無理かも知れないが、マリーヌ・ルペン大統領ならそれが出来るかも知れない。フランス国やフランス国民にとっても納得がいくはずだ。バイデン大統領の民主主義サミットはいささか唐突過ぎた感がある。世界中全てが民主主義ではないので、当然と言えば当然だが。米国はロシアのウクライナ侵攻(ウクライナ側が先に手を出したという見方もある)前からアゾフ大隊にかなりの軍需品を提供しており、子息のハンター・バイデン氏のウクライナ疑惑も再燃している。アゾフ大隊の壊滅とウクライナ非武装中立、東部二州の独立がなければ、ロシアの軍事作戦は限界まで行き尽くだろう。当事者は過去の軍事衝突の歴史を見れば、解決にはその教訓に従うしかない。「孫子の兵法」はまさしく兵法の指南書だが、一番の教えは、戦わずして勝つ(両者が)。お互いが事を構える前に叡智でもって和平への道を探るということだ。軍事力の行使は「孫子の兵法」では最低レベルでの行為なのだ。ウクライナ共和国の消滅を避けるため、ウクライナ国民の命を守るため、ゼレンスキー大統領の決断と勇気が問われている。プーチン氏にも紛争を収める努力が必要だ。個人的な話だが、昔、SF映画の「猿の惑星」、「続猿の惑星」をよく視聴したが、いままさにその世界が現実化している。人類には未来はあるのだろうか。SNSサイトでウクライナ政府は、戦前のムッソリーニヒトラー昭和天皇スターリン氏を独裁者として写真を掲載しているが(後日ウクライナ政府が昭和天皇の写真を謝罪の後に削除)、一人の日本人としてウクライナのスピーチライターのレベルは最低だと思っている。ゼレンスキー氏とはいったい何者なのか全く分からなくなってしまった。ウクライナはロシア側の侵攻後、西側の一員でもないのに、NATO諸国から武器や戦闘機などの軍需品を請求している。日本政府はヘルメット・防護マスク・防弾チョッキ・ドローンなどをウクライナ側に提供するとしているが、この事実からロシアが日本を完全に敵国と見なし、いつ何時攻撃してくるかの覚悟はしておいたほうが良いだろう。ホワイトハウスの複数の閣僚がまだNATOの一員でもないウクライナに何故行かなければならないのだろうか。これでは、第三次世界大戦そのものだといえる。マリーヌ・ルペン候補が既得権益側のマクロン陣営からの陰湿な攻勢を受けているのが異様に思えた。投票前には現職マクロン大統領の当選率が90%という調査結果がでている。だが、選挙の結果は蓋を開けて見なければわからないものだ。英国のEU離脱国民投票での世論調査で残留支持が90%だったが、結局EU離脱となった。2016年のヒラリー・クリントンの当選率は95%という世論調査だったが、隠れトランプ票でトランプ氏の逆転勝ちとなった。マクロン氏の再選確実の世論調査がそのまま結果に行き着くとは限らない。隠れルペン票がどのくらいあるかは分からないが、世論調査とは真逆の結果になることも充分にあり得る。マクロン氏が再選となればフランスの未来は暗黒となるだろう。記事を書いている最中に、2022フランス大統領決選投票の結果が出ていた。マクロン候補が1800万票台(約58%)、マリーヌ・ルペン候補が1300万票台(約42%)で、マクロン氏が再選を果たした。2017年の決選投票ではマクロン候補の得票数は約2100万票(66%)、マリーヌ・ルペン候補は約1000万票(33%)だったので、マクロン候補が前回より約300万票が減り、マリーヌ・ルペン候補は300万票を増やした。五年後の2027年で同じ決選投票だと五分五分の計算になるが、欧州の不安定さが増え、フランス国内ではマリーヌ・ルペン氏の勢いが加速すると予測されるので、フランス史上初の女性大統領になる可能性はかなり高くなったと見て間違いない。
