2022年5月23日現在、ロシアのウクライナ侵攻から三ヶ月が経ったが、東部マウリポリでは製鉄所地下で抵抗してきたアゾフ大隊(ネオナチ)が投稿し、ロシア側の事実上の完全掌握になったという。クリミア半島に影響する南部のヘルソン地区の完全掌握となれば、ロシア側での軍事作戦は概ね達成されたと軍事専門家は言っていた。米国のウクライナへの武器供与の影響で今後半年間は予断を許さない状況だが日本の国体もウクライナに酷似しているようにも見える。バイデン大統領のアジア諸国歴訪は中国に対抗する、インド太平洋地域の経済的枠組みの創設（IPEF）は中国の一帯一路構想に対抗するものだが、軍事的意味合いではない。インド太平洋の安全保障の日米豪印戦略対話（QUAD）はまだ構想段階なので将来的には未知数だ。バイデン政権が終わればどうなるか分からない。プーチン氏と親密なインドはエネルギー・武器供与・経済でもロシアとは離反はできない。インド側はQUADでは建前上の参加形態になっているのは致し方ないことでもある。米国が固辞する環太平洋経済連携協定（TPP）との兼ね合いだが、IPEFは関税撤廃の構想が見受けられないことから、これも将来的には構築されるかどうかは分からない。バイデン政権は今期限りが有望視されており、2024年米国大統領選ではトランプ氏の再出馬が噂されているし、今秋の中間選挙では共和党の上下両院の過半数復帰も予測されているので、ウクライナ方面とインド太平洋地域では不安定な要素が絡み合って地政学的には想定外の事が起こるかも知れない。バイデン氏は大統領になって初めての来日だが、米国が日本に対して年次改革要望書というものが過去にはあったが、今でも形を変えての米国の傀儡国家という地位を盤石なものとしているのは誠に残念ではある。
例えば、郵政民営化案だが、それは米国の要望で小泉政権がブッシュ政権に確約してしまったものだから、国会で否決されても強引に国会を解散してまで郵政民営化を推し進めざるを得ない理由があった。ちなみに米国の郵政公社は今でも国営だ。郵政民営化のゆがみが日本の国体に影響しているかもしれない。個人的にも、ここ10年ほど日本郵政の営業現場に関わったことがあるので、一般論だが私感を述べてみよう。2010年に日本郵便は日通の赤字部門だったペリカン便を迎え入れた。とは言っても、実際は日通側がペリカン便を手放したといったほうが話しは早い。日通も日本郵政も戦前は国策会社だから、政府としてもまとめやすかったのだろう。私もそのころ日本郵便に営業サポートという形で乗り込んだ。たしか某郵便局の集配営業部という部署だった。日本郵政は、日本郵便・ゆうちょ銀行・かんぽ生命を束ねる形でのホールディングスだが、旧特定郵便局と普通郵便局の二重構造となっており、社員と非正規社員（特に日本郵便）の割合が半々という人材構成も大きな社会問題にもなっている。現場よりも中間管理職の犯罪が多発するのは、郵政民営化での迷走経営が原因なのかもしれない。現場での集配社員が正規の営業を遂行しても上司達が不正を働く環境を作った責任は総務省にある。現場の人間はやる気がなくなるのは仕方がない。2010年以降、年賀ハガキや中元・歳暮の自爆営業も無くなることはなかった。建前では社員の評価には関係が無いと言っても、結局は現場での営業成績をもとめられるので、自爆営業の道を選ばなければならない。確かに一般企業ならば毎日のノルマは普通だろうが、日本郵便の場合には非正規社員が半分ほどなのだから、成果を上げろと言われても無理なものは無理。それでも会社としては売り上げの実績が無ければ、背に腹は替えられないから、中間管理職以上にはどうしても無理が生じてくる。2022年でもその小役人体質は変わらないだろう。旧特定郵便局長の犯罪が多発している。日本郵便では切手は現金扱いなので、換金は簡単にできる。大量の集荷物の数を不正に少なくして業者から賄賂をもらう事件も多発している。何億円も納めた切手はローラーで使用済みにしてしまうのだが、管理職のレベルでそれを悪用すれば公金を手に入れられる。そういう事件が後を絶たないのは何故なのだろうか。郵政民営化の闇が表沙汰になって日本の社会全体が立ちゆかなくなる可能性はあるかもしれない。米国と同じように、日本も郵政公社として国営にもどすべきなのではないだろうか。日本全国でユニバーサルサービスを継続するために。
