10月中旬に日本列島を襲った台風19号が東日本一帯に甚大な被害を及ぼした。9月の上旬に台風15号が千葉県の各地に相当な被害をもたらした後にも追い打ちをかけられた格好だ。多くの死者と行方不明者や河川の氾濫と停電・断水・土砂崩れ・交通網の遮断があったのにもかかわらず、自民党の二階幹事長が「まずまず収束発言」には多くの国民が反発をしたが、マスメディアは何の批判もしないのはいかがなものか。収束どころか被害はどんどん増え続けて犠牲者は100人に迫る勢いだ。まずまず収まった発言の撤回と謝罪が当初なかったのは安倍政権側の本音といえるるだろう。二階幹事長は辞任すべきであると思う。それが民意というものだろう。災害対策で5000億円というちっぽけな補正予算では、復興には役立たないだろうし、台風が関東に来襲した前後でも、国会の予算審議やゴルフ、パーティーに明け暮れている国会議員の存在価値が問われている。震災復興税を国民全員に押しつけながら議員は納めなくなったのはどうしてなのかわからない。まさしく議員の特権を悪用しているとしか思えない。
IOCが突如、2020東京五輪のマラソン、競歩の開催場所を東京から北海道の札幌に移すというアナウンスを発表した。小池都知事もJOCも寝耳の水だったにちがいない。そもそも2011年の東日本大震災といまもって放射線と汚染水が解決していない福島原発事故の対応で手一杯であったはずの日本が、2020年に東京で五輪はいささか強引過ぎた。それも、安倍首相自身が汚染水は完全にコントロールされていて東京開催にはなんら問題ないとプレゼンのなかで言い切っていた。手間暇かけて決定していたZAHA案の新国立競技場案を、ゼネコンの都合で白紙撤回、ゴミ箱のような競技場にしてしまったのは実に悲しい。世界初の開閉型ドーム競技場が東京で誕生していたら、被災地の方々の思いは少しは五輪に傾いていたと思うが、そうはならなかった。2019年のドーハの世界陸上競技場に匹敵するような素晴らしい施設が見られなくなって、2020東京五輪への期待が萎えてしまったのは自分だけではあるまい。IOCのバッハ会長がマラソン・競歩の競技を札幌で行う方向でいくというが、札幌の人々にとっては実にうれしいの一言だろう。個人的にも北海道のほうがいいと思う。どうせなら陸上競技はすべて北海道でやったらいい。隈氏の新国立競技場は閉塞感が漂っている。外国人にとって東京の施設はドーハの競技場の後では印象は減退する。陸上競技場は五輪の聖地でもある。それをないがしろにしたしっぺ返しが来たと言うことになる。
公平性から見てマラソン・競歩以外の参加予定選手たちはこのことをどう見ているのだろうか。ほかの競技でも野外・屋内を問わず、酷暑の中で競い合うのだが、気候条件はみな思いは同じはずだ。そこまで言ってしまうと、すべての五輪競技が東京ではやれなくなるという論理がはたらくのは当然である。
